With this procedure, the OSCE wishes to acquire a modular and scalable surveillance system in order to reinforce, particularly at night, the capabilities of the OSCE monitors for gathering information and reporting to Mission HQ in Kyiv and Mariupol about the cease of fire in the area of Shyrokyne village and its surroundings, a 2.5 x 2.5 km zone. The system will be developed and deployed by the contractor. The system shall be delivered with all the necessary licenses, royalties, copyrights, etc., for the use with no restrictions by OSCE SMMU. Shyrokyne village is in the seaside of Azov Sea, at 20km east of Mariupol, in a small depression surrounded by agricultural land and lines of trees. The village is integrated by scattered one or two stories buildings. The system will be prepared for the surveillance and monitoring, permanently (24 hours a day, 7 days a week) providing an integrated picture of the situation to OSCE monitors.
