The project contributes to current and past efforts to further bring national legislation, policy and practice in line with international obligations in the field of human rights protection of persons deprived of liberty. By boosting co-operation and dialogue between state authorities and civil society, the interventions tackle the multiple levels of state control over individuals whose liberty is legally deprived or restricted. Specifically, the project seeks to advance human rights compliance through improved monitoring and reporting on violations in closed institutions, national human rights mechanisms, support to civil society, legal and medical support to detainees, capacity building and improvement of detention conditions.
