Comply/Fail evaluation for mandatory requirements combined with a Scoring System (with a threshold) for optional/desirable requirements.
Bidders who fail to meet one or more mandatory requirements will not be considered any further.
When establishing the score matrix for optional features, one needs to establish a minimum score (threshold) which has to be reached in order to be considered “ technically acceptable”.
Example: If a maximum of 100 points can be awarded for desirable/optional features, bidders must reach at least 70%, i.e. only the bidders that reach 70 points will be considered for financial evaluation.
