The OSCE Secretariat is seeking qualified and eligible bidders for establishment of a 5-year contract for the deployment and use of a Whistleblowing Reporting Channel at the OSCE Secretariat. The Office of Internal Oversight Investigation Team requires a user-friendly whistleblowing system, with the highest possible security that will be used to report allegations of misconduct.
The objective of this Request for Quotation (RFQ) is to select a qualified contractor (the “Contractor”) to provide a reporting tool that satisfies these Terms of Reference.
The RFQ is targeted at providers with substantial capabilities, qualifications, and experience in the provision of whistleblowing reporting systems.
The initial term of the Contract will be 1-year period with an option of further extension for four 1-year periods, subject to the needs of service, funds availability and the Contractor’s performance.

The deadline for receipt of quotations is 23 February 2022 17:00 noon Vienna time (GMT+01:00). Any quotation received by the OSCE after the above deadline will be rejected.
