The Organization for Security and Co-operation in Europe (OSCE) hereby solicits Proposals for the Development and roll-out of an Open Data Ecosystem Programme in Ukraine, in accordance with the requirements, terms and conditions stipulated herein.
Consortia and subcontracting: Bidders may submit a proposal as a consortium or with subcontractors. The consortium shall designate a lead member, who will sign the contract and bear full responsibility for the performance towards the OSCE. The Proposal in such case shall include a consortium agreement or letter of intent signed by all members and shall describe the role and share of services of each member and /or subcontractor.
