Due to the ongoing regular missile and drone attacks on critical infrastructure facilities during the autumn-winter period of 2026/2027, there is an increased risk of prolonged simultaneous disruptions in electricity, heating, centralized water supply, and sanitation. Such disruptions may render it impossible for the personnel of the Head Directorate and the Centre of Excellence to perform their duties at their primary duty locations, having significant implications for the planning and implementation of humanitarian demining operations in Ukraine.
Within these emergency measures to mitigate winter risks (loss of centralized sanitation and water supply), services are required for the temporary provision (rental), delivery, installation, and regular maintenance of mobile sanitary modules/units for an estimated 60–80 personnel for the winter period from December 2026 to April 2027
