The Office for Democratic Institutions and Human Rights of the Organization for Security and Co-operation in Europe (hereinafter referred to as the ODIHR/OSCE) wishes to engage the services of an audit firm for the purpose of auditing pledges received from Governments or their development agencies (hereinafter referred to as the Donor). The audits shall be carried out in accordance with international audit standards issued by the International Federation of Accountants (IFAC). The audit shall be carried out by an external, independent and qualified auditor (such as a Certified Public Accountant/Authorized Public Accountant).
