The purpose of this Statement of Work (SoW) is to define the OSCE’s requirements for construction of a modern Customs Clearance Centre at Murgab in Tajikistan.

 During execution of the first phase of current project office and auxiliary rooms have been constructed of the heat-insulated modular containers, tank for water and two generators with power capacity 30 kW are installed.

The second phase of the project involves the construction of the bases and coverings from sand-gravel mixes, construction of two latrines with cesspools and inspection area with two inspection pits.

 The place where the work has to be conducted is located at Lat N38°10'55” ; Long E073°59'53” ; alt 3640m. Temperatures in Murgab range from +30 to -50C. There is no stable reliable electrical power supply in Murgab and water is available in the immediate vicinity of the Customs Clearance Centre from the River Murgab. The distance from Khorog (regional Centre of GBAO) to project site (Murgab Custom Terminal) is 320 km.

 2. Description of Work

The Contractor will supply all design and construction, to include but not limited to: labor, materials, supervision, tools, equipment, installed and consumable materials, services, testing equipment and/or access to offsite testing companies, warehousing, and any other item necessary for material and equipment acquisition. This includes supply, fabrication, handling, hauling, loading, unloading, receiving, on-site storage management and security required to successfully execute the Work as defined in this SOW. The Contractor will provide quality control of all phases of work, maintain an on-going safety programme, and will maintain, on-site, qualified engineers during all stages of construction and other actions as needed to support this work. All construction will be in accordance with Tajikistan’s construction regulations unless otherwise agreed to in writing by the OSCE.
