In 2002, the OSCE Mission to Skopje (the Mission) and the Ministry of Internal Affairs (MoIA) started a research project to measure communication, trust, and cooperation between citizens and the police, to improve collaboration between them. Since then, the Mission has conducted eight surveys, with the last four focusing on democratic policing principles, which include upholding the rule of law, police ethics and human rights, police accountability and transparency, and police organization and management issues.
The 2025 Public Perception Survey on Democratic Policing will use the same sample size as the 2023 survey, but the questionnaire will be modified to reflect current priorities related to strengthening democratic policing principles. The Mission will select a bidder to adjust the methodology, conduct the survey, and deliver the findings by applicable standards.
