The OSCE Mission to Serbia is implementing the project ‘Support to Media Reforms in Serbia’, funded by the United States Agency for International Development (USAID). The OSCE Mission to Serbia seeks proposals from media and civil society organizations (CSO) to conduct an analysis of the project-based co-financing of the public interest media content also keeping in mind transparency of public funding in all its aspects with the recommendations for concrete improvements. The Implementing Partner has to have at least three years of experience in developing and implementing projects related to monitoring media policy and legislation, such as projects related to public funding of media content and promotion of ethics and transparency in media sector and proven track record in conducting researches, studies or analyses on public funding/media/open government issues. The applicant must demonstrate how it will ensure a neutral and unbiased approach to the assessment, its findings and recommendations. All team members are expected to sign Declaration of Impartiality and No Conflict of Interest.
