OSCE ICC policy guidance was introduced at the OSCE in May 2018. ICC was initially applied to ExB projects manually. The Organization migrated to an automated ICC solution in 2019 in order to apply ICC to each expenditure line of EXB project direct costs. The requirement is to conduct an independent review to assess ICC methodology and its implementation in order to highlight any opportunities for improvement of the Policy Guidance and related annexes.
