Summary of Requirements

The objective of this Pre-qualification Notice is to shortlist qualified Vendors, which will be then invited to participate in a subsequent Request for Proposal (RFP) for the provision of:

Insurance type 1: Health Insurance and Temporary Incapacity Insurance

Health insurance - The purpose of the insurance is to reimburse the eligible insured persons or their beneficiaries, if applicable, for the expenses resulting from medical attention necessitated through illness, injury, maternity and preventive care.

Temporary Incapacity – The purpose of the insurance is to pay an indemnity when the insured persons are temporary incapable to exercise his/her functions as recognized by a physician.

Insurance type 2: Life and Disability Insurance

Life insurance - The purpose of the insurance is to pay the capital sum on behalf of the Policyholder to the designated beneficiaries upon death of the Policyholder due to accident or illness. Disability & Accidental Disability - The purpose of the insurance is to pay the capital sum and recovery costs on behalf of the Policyholder to the insured person or his/her beneficiary upon receiving a medical certificate stating the cause and the exact nature of the disability.

Insurance type 3: Medical Evacuation & Repatriation Assistance and Insurance

The OSCE seeks to ensure that all its international mission members, as well as its officials when on duty travel, receive access to emergency medical evacuation for the best medical care and related support, should the need for urgent medical care arise.

The contract is divided into different batches, or lots. The RFP bidding process will be independent for each of the lots: they are stand-alone units and will be evaluated based on different technical criteria. Interested Vendors are hereby invited to participate and submit their applications to be pre-qualified to bid for one or more insurance types. The awarding procedure does not establish any advantage for Vendors deciding to compete for more than one insurance type.
