Summary of Requirements

The OSCE requires a Vehicle Tracking System (VTS) for its vehicles operated in its Field Missions (FMs) and other Executive Structures (ESs) that replaces its current VTS system(s).

The aim and purpose of the anticipated system is to:

  • Ensure security of OSCE staff and property by projecting/reporting the position and status of the vehicle during vehicle operations and provide the possibility of an alarm in case of emergencies;
  • Enhance road safety by projecting/reporting driver’s behaviour in order to reduce risks of Road Traffic Accidents (RTAs) and other vehicle related incidents;
  • Prevent theft and facilitate vehicle retrieval in case of theft;
  • Enable/enhance effective Vehicle Fleet Management.


The VTS is to collect data on the status of the vehicle, its geographical location, its speed and other characteristics and transmit these data automatically and real-time over a GPRS or, when desired (for defined vehicles and in situations where there is no adequate GSM coverage) a satellite communication system.

Your participation to this ITB and attendance to the mandatory pre-tender meeting on 10th June 2021 is also subsequent to the signature of the Confidentiality and Non-Disclosure Agreement. No exception will be made.
