Summary of Requirements

This RFQ is for the development of an e-learning course based on a provided course framework. Narratives will be provided upon awarded contract. The course duration shall be about 4 hours and additionally contain exercises (quizzes) for each of the respective modules. About four flash-based animations to illustrate important course material shall be included. To gain a certificate at the end of the course, participants must pass all exercises.

The e-learning course will be used to deepen the knowledge of short-term observers (STOs) prior to deployment in order to enhance the quality of election observation. It will be a separate activity from the training seminars that are held by participating States and/or by OSCE, or the in-country briefings during election observation missions. To support observers in remote locations and with high Internet costs, the e-learning module should be able to be distributed on a CD-ROM/DVD.

The e-learning course should foresee deployment on a moodle-server, as well as a secure log-in. Also, the course should be programmed in a way to add multiple language support at a later stage with minimum effort required.

Ideally, upon completion of the STO course, trainees should be able to answer the following questions:

  • What is an STO and what do they represent?
  • What is the role of an STO?
  • Why are STOs deployed to election observation missions (EOM)?
  • What does an STO do during the course of an EOM?
