The OSCE is seeking to enter into a license agreement with a vendor for an “off-the-shelf” on-line solution specialized in IT, and transferrable soft skills development. The software must be well established within the e-learning industry. The solution must be in compliance with OSCE’s technical standards in hardware, networking and operating systems, as specified in the RFP documents.
