The OSCE Mission to Skopje wishes to establish two (2) local window contracts for an initial 3- year period with a possibility to extend for an additional 2 years upon satisfactory delivery of services.
The scope of procurement is divided into 2 (two) LOTS:
LOT 1 - Local Window Contract 1 – Primary Internet Connection, Land Line and VOIP services and IPTV
LOT 2- Local Window Contract 2 - Backup Internet Link
Amendment 1 to Annex 2 published on 17.07.2025
The purpose of this amendment is solely to provide additional information regarding compliance with qualification criteria in the case of joint ventures and subcontracting (newly introduced sections 18 and 19 of Invitation to Bid).
Please note that subcontracting is not allowed for both LOTS.
Submitting a bid as a Joint venture/Consortium is allowed. Accordingly, Annex 2 – Qualification Criteria and Compliance has been amended to include further guidance on compliance requirements for joint ventures. All additions to the document are highlighted in yellow. Additionally, Form I and Form I.1 have been included in the tender dossier. Bidders should complete and submit these forms only if they are applying as a joint venture/consortium.
