Summary of Requirements

The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) addresses security-related economic and environmental issues as part of OSCE's comprehensive approach to security, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability.

Given this, the OCCEA has developed a project with the aim to aims to provide cities in the OSCE area with a set of tools, to enable discussions, and to promote an inclusive approach, to support sustainable, inclusive, resilient, and innovative urban development in a security context.

The project has developed a conceptual framework and the prototype first draft of a “Sustainability and Innovation Toolbox for Smart Cities,” paying specific attention to the sustainable energy, mobility and waste footprint, critical infrastructure provisions, and implications for security and good environmental governance. This first draft includes a series of city case studies that showcase a city’s experience in developing into a sustainable, resilient, and innovative city, and in addressing security risks linked to the environment, exacerbated by climate change.
