Summary of Requirements

The Information and Communications Technology Services (ICT) of the Organization for Security and Cooperation in Europe (OSCE) provides various ICT services on different infrastructure and systems products both at the Secretariat and field level.

The ICT is seeking qualified Vendors capable of covering the architecture and design, implementation, maintenance and support, training and upgrade of the following technologies/products:

  • MicroFocus
  • SuSe
  • Microsoft
  • VMWare
  • RSA
  • McAfee
  • Kaspersky
  • Baramundi
  • Backup services
  • PowerShell script development
  • Linux troubleshooting
  • Network troubleshooting (e.g., HPE, Cisco, Checkpoint etc.)

The OSCE intends to enter into a Contract with a qualified Vendor(s) for the performance of these services. The initial Contract will be for a period of 1 year and will be subject to annual renewals for a total of up to 5 years subject to the need of service, funds availability and Contractor’s performance.

The appointed Vendor(s) will be requested to provide the following activities on the technologies/products listed under the Scope of Services:

  1. Consulting on services/products;
  2. Software Testing;
  3. ICT Staff Replacement;
  4. Incident Resolution Services;
  5. Knowledge Transfer and
  6. Reporting.

Services are to be provided on-site at the OSCE Secretariat premises in Vienna, Austria and when needed at the OSCE Executive Structures. In terms of delivery model and place of performance, distribution of activities Secretariat vs Executive Structures can be shown as follows:

  • 90% to be performed at the OSCE Secretariat in Vienna, Austria (60% on-site & 40% remotely) and
  • 10% in Executive Structures (100% on-site).
