Request for Proposal in Engaging an International Contractor for Provision of a Comprehensive Corruption Risk Assessment in the Public Procurement Sector in Albania
The service provider will develop the specific corruption risk assessment methodology and draft a final report, to include a political economy analysis of the legal and institutional framework for procurement in designated public sectors; review of relevant procurement data based on qualitative and quantitative research; identification and prioritization of risk areas based on their likelihood and potential impact, and recommendations to mitigate risks through improvements in both policy framework and operational management procedures. The service provider will ultimately identify and recommend innovative transparency tools to be used by the Public Procurement Users.
